The real scandal/story is in the failure of those in charge of managing the water supply to have a monitoring system in place (aka flow meter) at the source rather than point of use.

There is most certainly/hopefully  a chief engineer or supervisor, someone with an engineering degree (P.E.), who is responsible for managing the Port Townsend water system. For the public good your reporting should be naming names ... of those in charge.

That person’s credentials / certifications / capabilities should be investigated /verified.

If the only change realized from this incident is repairing the break and not improving the way flows are monitored/recorded? P.T. is in trouble.
