The Port Townsend Police Department received a total of 173 calls between Friday, April 8, and Thursday, April 14. Below are selected reports.

At 4:10 a.m. Friday, April 8, a worker in the 200 block of Monroe Street reported that a transient woman at their homeless shelter had tested positive for COVID-19 and was refusing to quarantine.

Officers arrived to the shelter and spoke to the worker, who said the COVID-positive woman was hanging out in the dormitory area.

The worker said she’d refused to go to the quarantine area and she’d been asked to leave the shelter for breaking rules. The woman told police that the test was wrong and she wanted to stay at the shelter. Officers eventually escorted the transient woman out of the shelter.

At 1 p.m. Friday, April 8, a caller in the Eighth and Boat streets intersection asked police to check out a nearby man who appeared to be having a mental health issue or was on drugs. The man was observed screaming at nobody, and then he started walking toward the nearby grocery store.

Officers arrived in the area but could not locate the man.

At 2:45 p.m. Friday, April 8 in the 2000 block of Blaine Street, a resident visited the police station to report a stolen license plate. They said that the plate was likely taken overnight, and they had no idea who could have taken it. There are no suspects at this time.

At 3:15 p.m. Friday, April 8, a caller was concerned about the wellbeing of their friend, and wanted police to check in on them. The caller said whenever they try to contact their friend, a different person answers and claims to be their friend. They also added that their friend has become increasingly nervous and paranoid over people coming to their house.

The friend is 80 to 85 years of age and lives alone.

Officers went to the friend’s house for a welfare check. Everything appeared to be fine.

At 7 p.m. Friday, April 8, a caller in the 2000 block of McClellan Street reported an ongoing issue with a neighbor’s child.

The kid was walking past the caller’s window and flipped the bird at them and also had a habit of knocking on the caller’s front door and running away.

Officers spoke with the caller about the issues they were having with the neighbor, and advised them to seek an order from court. No crime had occurred.

At 8:25 p.m. Friday, April 8, an apartment resident in the 800 block of Hancock Street complained of people running up and down the hallways and talking loudly for the past five minutes. They added that the people were talking loudly at the nearby smoking area of the apartment. Officers came to the location and didn’t find any people or hear any loud noises.

At 8:30 p.m. Friday, April 8, a caller in the 400 block of Sims Way reported a man being abusive to a woman. The man was seen yelling at the woman and appeared to be swinging at her in their car.

Both were seen leaving the area on foot when police arrived, and officers contacted the two. Both said that no assault had occurred and there were no signs of physical abuse. The two appeared to be homeless and living out of the car, and officers used social services to arrange a hotel room for the night for the man and woman.

Both of them appeared to have warrants for arrest in Kitsap County, but police were unable to confirm the warrants and couldn’t arrest the two.

At 12 p.m. Saturday, April 9 in the 300 block of Glen Cove Road, a resident reported seeing a trespasser on their property through a camera system. The video showed a man on the property appearing to take multiple water bottles from the location. The night before, it appeared that a trespasser had gone onto the property and punctured one of the bottles.

Officers arrived at the property and found a partially-opened door. They checked around the area but were unable to locate any trespassers.
