Port of Port Townsend director’s spending cap hiked

The Port of Port Townsend commissioners have more than doubled the spending authority of Sam Gibboney, port executive director, related to specific capital projects.

The commission voted 3-0 at its Jan. 25 meeting on the second reading of a resolution that fulfills Gibboney’s request to change the executive director’s authorized spending limits without commission approval.

The port district is undertaking a slate of capital projects of various sizes, most of which involve service contracts with specific businesses. Gibboney said the increased authority would move the identified capital projects along more quickly and efficiently.

The executive director’s spending authority for construction contracts was $25,000 and is now $50,000. Professional services went from $10,000 to $50,000, and architectural services from $15,000 to $50,000.

Construction projects of up to $50,000 that might be awarded by Gibboney would be previously approved by the commission by adoption of the capital projects budget.

Commissioner Steve Tucker, District 1, said at the Jan. 25 meeting in Port Townsend that he supported the resolution and does not want to “get in the way of speeding business.” He does, however, want the board to be kept informed “at light speed” regarding such spending decisions. The communication method needs to be defined, Tucker said.

Commissioner Pete Hanke, District 3, said a weekly update to the board would be good.

Commissioner Brad Clinefelter, District 2 and board vice president, who chaired the Jan. 25 meeting, with Hanke out of state and participating via phone, agreed that the board needs to be informed promptly.

Examples of construction projects of less than $50,000 that might be awarded include installation of water meters, parking improvements, or installation or repair of utilities.

Examples of architectural, engineering and technical services include design for bathroom renovation and construction inspection for a number of projects.

Examples of professional and consulting services include those that would support one of the port’s major initiatives in 2017: outreach and planning for Point Hudson.
