The Port of Port Townsend has never maintained its infrastructure well. Pardon me, our infrastructure. They published a list of maintenance projects that need money, with the implied promise that if we approved the levy, they might do them. Of course there is no guarantee they won’t just use the money to buy a new crane for the boatyard.
RCW 53.20.10 requires the port to adopt a harbor improvement plan, after public comment, identifying improvements. It prohibits spending funds on any improvement before this plan is adopted. The plan they adopted ten years ago doesn’t have any of these projects and it’s so vaguely worded, they could buy a crane.
The port’s strategic plan says infrastructure maintenance shall come first. That has never happened and the infrastructure is in bad shape. Now they want us to approve a new levy to fix their failure.
The port’s record on infrastructure maintenance is poor, so I suggest we see an actual, adopted harbor improvement plan, identifying specific projects, before giving them any more money.
