It should be obvious that vehicular laws are not working.
Driving while impaired laws are not working; check accident reports. Fools driving without licenses do not seem wrong to the people that do so; those penalties do not deter. Courts are ineffective and the proof is that people charged and condemned go out and repeat offenses.
Critical analysis is required of the situation to get people to comply to the laws of the State of Washington. This analysis starts with the governor, goes to houses of the state congress and puts some kind of stiffness into the backbones of vapid judges. And media just does not care.
