Regarding those who refuse to get vaccinated because it is their “right.” Setting aside common decency and the hope that people would love their neighbors (and family and friends) enough to do what they can to prevent this disease; if you want the right to not be vaccinated, you must also take responsibility for the consequences of those actions. With vaccines now widely available, it is a largely preventable disease.

If you refuse to take reasonable preventative measures you should not expect others to put their lives in danger to take care of you when you get sick with COVID-19.  Hospitals should be allowed to refuse treatment to anyone who shows up at their door who is eligible for a vaccine and has not gotten it.  Insurance companies should be allowed to refuse to pay for treatment for those who have COVID-19 and who have refused to get vaccinated. Doctors should be allowed to turn away patients who turn up at their offices with COVID.  

The only people who should be treated and covered are those under the age of 12, the small number of people who have legitimate medical reasons for not getting vaccinated and anyone who is vaccinated and has a breakthrough infection. Those who use religious exemptions should also live with the consequences and not be eligible for treatment.
