I hear the WHO or some other agency has or is promoting Universal legislation which essentially declares the following: “Any person, anywhere, who are property owners must first seek written approval and permission from the designated central authority before you or a renter or a contractor or a subcontractor does anything, even general maintenance or alterations to any property under your control, anything.”     

The motivation for this legislation is unclear. To protect the environment? Public health? Not sure. I am interested what other readers might think.  Is this constitutional? Democratic?  Tyrannical?
