I don't think this Bond issue passed. Per page 4, Secretary of State Elections Division for Levy and Bonds law. An absolute 60%+1 approval is required for BOND measures. Furthermore, NO rounding is permitted to vote percentage for BONDS. "Excess Levy" exemptions and rounding don't apply for Bond elections. Granted, totals are unofficial at this point but you have reported passage at 59.91 percent, and that is a failure of the Bond measure per the Secretary of State office and our election law, as I read it.
