NOTICE OF APPLICATION and PENDING SEPA THRESHOLD DETERMINATION FOR PORT OF PORT TOWNSEND, BOAT HAVEN BOATYARD EXPANSION FILE Nos. LUP24-066 (SEPA) and LUP24-067 (Critical Area)
Proposal: The Port of Port Townsend proposes to expand their existing Boat Haven Boatyard facility northward to the southern right-of-way line of SR 20 (Sims Way). The project involves grading (i.e., embankment construction) and removal of a row of approximately 55 dozen poplar trees. The existing chain link fence will be relocated , and the undergrounding of overhead electrical lines by the Jefferson County PUD.

Legal: The project site is generally located south of the SR 20 right-of-way and the current Boat Haven Boatyard facility. The site extends from the Safeway convenience store to roughly 500 ft. west of Haines Place.
Special studies or plans supplied with the applications include: a site plan, architectural elevations; engineered utility and stormwater plan; a Biological Assessment; a State Environmental Policy Act (SEPA) checklist. Other permits (including other agencies) required but not included in the application, to the extent known by the City include: a Flood Development permit, a Street and Utility Development permit (SDP) for work in the SR 20 right of way.

Environmental Review:The proposal is subject to environmental review and threshold determination under the State Environmental Policy Act (SEPA). The City of Port Townsend as lead agency for the proposal has reviewed the project for probable adverse environmental impacts, and has a reasonable basis for determining that significant adverse environmental impacts are unlikely. The City expects to issue a determination of non-significance (DNS) for this project and as such the Optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Comments must be submitted by February 27, 2025 and received by the Planning and Community Development Department no later than 4:00 p.m., same date.
A copy of the subsequent threshold determination for the proposal, stating the time period for filing an appeal, may be obtained upon request. In addition, the city may maintain a general mailing list for threshold determination distribution. Any person has the right to submit comments, receive notice of and participate in any hearings, request a copy of the application, and appeal the decision.
Along with SEPA, the project is subject to the city’s Flood Development permit procedures and approval criteria of the city’s Critical Areas code (PTMC 19.05). At the applicant’s request, and consistent with the provisions of PTMC 20.01.030B, the above land use applications are being noticed concurrently but processed separately.
Where applicable, permit decisions for the project will include consistency analysis with the city’s Comprehensive Plan.
A final decision will be made within 120 days of the date an application is determined complete.
