Since 1970, I have owned property on Discovery Bay directly across from Joe D’Amico’s SSNW operation and have participated in the original Discovery Bay Alliance effort to circumscribe the activities of that operation, which did not have proper land-use permits for its shooting range.
When citizens come together over an issue that disturbs their peace and quiet, they meet, attend hearings, gather signatures, pursue their complaint through the democratic, legal process – they are, in short, practicing the highest form of our democracy.
They don’t always win, of course. But in this case, the decision of 2009 to circumscribe the SSNW operation found in our favor.
That decision has not been adhered to by Mr. D’Amico. The noise has continued to be disruptive of the peace and quiet of Discovery Bay.
This continuing flaunting of the law is discouraging to the citizens who participated in this process and have had to restart our process all over again to get the county to uphold the 2009 decision.
But worse, it makes a mockery of the democratic process itself. And that effect is the worst damage caused by the likes of Mr. D’Amico.
