Two transient men were arrested after assaulting a third man, sending him to a hospital in Seattle for his injuries.

Port Townsend Police Department received a call at about 2:56 p.m. June 6 reporting an assault in progress at Kah Tai Park from a witness to the event.

While police were in route, an “open-line” call came through dispatch of a “man screaming for help in the same area,” a release from PTPD Public Information Officer Keppie Keplinger stated.

“The first officer on scene observed two men punching and kicking a third man who was

lying on the ground,” Keplinger said.

Two suspects were arrested. John Fleming, 33, and William Ingalsbe, 30, both known by police as transients in the Port Townsend area, were “under the influence of intoxicants” at the time of the arrest.

Keplinger told The Leader it is believed they were drunk, but the result of a blood-alcohol content test was not known by PT officers before deadline.

Ingalsbe was arrested for assault in the second degree, intimidating a public servant and robbery.

Fleming was arrested for assault in the second degree, obstructing a law enforcement officer, intimidating a public servant and robbery in the first degree. 

Keplinger said the robbery charge stems from the two suspects taking the victims backpack and cell phone, which were recovered. No weapons were involved in the attack.

“The victim was a 60-year-old man from Jefferson County,” Keplinger stated. “Medics from East Jefferson Fire and Rescue responded and treated the victim. The victim was flown to Harborview Hospital in Seattle due to the injuries he sustained from the assault.”
